The left lane is used for passing, but to pass someone you must not exceed the speed limit.

So, if I’m in the left lane and going the speed limit, it’s not interfering with anyone’s lawful use of the road.  I will be passing anyone going under the speed limit.

I am not sure if you are aware but the speed LIMIT is the upper threshold you are allowed to travel.  Going above that is breaking the law.  So, just because I’m not passing someone as quickly as you’d like, they’re not going to initiate the Nuremberg trials.[/quote]
