The law refers to "the normal speed of traffic at the time and place and under the conditions existing," which means how traffic flows under the existing conditions. So, in heavy rain or a snowstorm, the normal rate of traffic under the existing conditions is going to be less than the speed limit, which is the maximum speed the law allows regardless of the conditions. You aren't required to go the maximum speed if it isn't safe to do so.
It's still "reckless driving" to go more than 20 miles per hour over the speed limit or over 80, so the's no way the legislature intended to give left lane drivers free rein to drive as fast as they want in the left and force anyone looking to pass or exit to the left to also engage in reckless driving. In addition, the law states that drives should stay right "except when overtaking and passing another vehicle or in preparation for a left turn" so again, if you are pissed off because that left-exiting driver is preventing you from going 100, you are totally in the wrong. The driver exiting to the left who is going the speed limit or above is doing nothing wrong.
