When you are no longer passing the middle lane and have opportunity to move over. Its okay to repetitively pass people while driving down a long stretch of highway. It is not weaving in and out of traffic.

It doesnt need to be completely clear ahead of you in the middle lane to move over. It is my belief that people who drive "cruising" where they take a lane are afraid to drive behind other people and arent good drivers because they dont like merging lanes/exit lanes. It's all very passive drivers who dont actually want to have to pay attention.

So, in heavy rain or a snowstorm, the normal rate of traffic under the existing conditions is going to be less than the speed limit, which is the maximum speed the law allows regardless of the conditions. You aren't required to go the maximum speed if it isn't safe to do so.

It's still "reckless driving" to go more than 20 miles per hour over the speed limit or over 80, so the's no way the legislature intended to give left lane drivers free rein to drive as fast as they want in the left and force anyone looking to pass or exit to the left to also engage in reckless driving. In addition, the law states that drives should stay right "except when overtaking and passing another vehicle or in preparation for a left turn" so again, if you are pissed off because that left-exiting driver is preventing you from going 100, you are totally in the wrong. The driver exiting to the left who is going the speed limit or above is doing nothing wrong.

We drove to Asheville last weekend (down 81) and good lord almighty, the number of people driving in the left lane, going 62 or 63, without a care in the world, was pretty constant. It was so much worse than driving down 95. Trucks packed into the right lane, so the slowpokes in the left lane can be unpassable for 10-15 miles.
