I can't find the reference, but remember seeing that a small number of bad people actually commit most of the crimes. Leaving the bad people in their communities harms the good people who live there, and degrades the culture of the community as a whole. Get kids who commit violent crimes out. I guarantee you they terrorize smart kids and make it harder to excel in school. Break up the drunk/high loiterers on the street. They suppress the economic vitality of the neighborhood.[/quote]
