And it has been documented that as far back as 2018, Bowser admin was documenting annually to Council that the majority of arrests were not being prosecuted by USAO, yet neither the Mayor nor the Council raised the alarm in hearings, to the media, etc. No papering began to rise under Obama USAO and continued across Trump and to present day. Clearly it is an issue with career prosecutors. In a pilot project in Chinatown, when Graves removed all prosecutorial discretion, rates of prosecution soared. When he was called to the Hill he promised to do better, yet paper rates for July were lower than June. No part of the cjs from Council writing laws to prosecution to judges seems to function with the goal of public safety in mind. Add in the risks posed by the 911 issues and it's pretty sobering for residents and visitors alike. Those problems have also been documented for years and well before dogs, humans died. Nostalgic for the days of Tony Williams and Fenty and some more moderate CMs. [/quote]
