The killing was over McD's sweet & sour sauce. Killer being held in a DC secure juvenile facility, at least until next hearing on Friday. She tried to claim self defense but there was video footage.
There was a proposal put out by Karl Racine that OAG would have the discretion to decide whether 16-17 year olds should be charged as adults for certain crimes, not USAO, but I do not think it resulted in a change to the code.

Arrest Made in a Homicide: 1900 Block of 14th Street, Northwest
(Washington, DC) – Detectives from the Metropolitan Police Department's Homicide Branch announce an arrest has been made in a homicide that occurred on Sunday, August 27, 2023, in the 1900 block of 14th Street, Northwest.
At approximately 2:10 am, Third District officers responded to a local hospital for the report of a juvenile female seeking treatment for stab wounds. Despite all lifesaving efforts, the victim succumbed to her injuries. As a result of the detectives’ investigation, it was determined that the stabbing occurred both inside and outside of an establishment at the listed location. The victim was transported to a local hospital in a privately owned vehicle.
The decedent has been identified as 17-year-old Naima Liggon of Waldorf, MD.
On Sunday, August 27, 2023, a 16-year-old juvenile female of Waldorf, MD, was arrested and charged with Second Degree Murder while Armed. At the time of her arrest, the suspect was found to be in possession of a knife.
She actually can be charged as an adult with murder in DC at 16. From the wording of the release, it looks like MPD was treating her as adult (it usually says charged as a juvenile when it’s a 14 or 15 year old). USAO then has the option to decline to charge her as an adult and send the case to OAG for prosecution.

That corner and particularly that McDonalds have always been awful. A Trader Joe’s and luxury apartment building can’t magically change it. That being said we should strive for improvement, not the status quo, and certainly not worse.

And it has been documented that as far back as 2018, Bowser admin was documenting annually to Council that the majority of arrests were not being prosecuted by USAO, yet neither the Mayor nor the Council raised the alarm in hearings, to the media, etc. No papering began to rise under Obama USAO and continued across Trump and to present day. Clearly it is an issue with career prosecutors. In a pilot project in Chinatown, when Graves removed all prosecutorial discretion, rates of prosecution soared. When he was called to the Hill he promised to do better, yet paper rates for July were lower than June. No part of the cjs from Council writing laws to prosecution to judges seems to function with the goal of public safety in mind. Add in the risks posed by the 911 issues and it's pretty sobering for residents and visitors alike. Those problems have also been documented for years and well before dogs, humans died. Nostalgic for the days of Tony Williams and Fenty and some more moderate CMs.

That area has never been Disneyworld. Here since early 90s.

The deceased was a 14 year old girl who was stabbed to death in the McDonalds.

20 years ago it was not a safe area. Not sure I believe in the power of gentrification anymore.

16yo girl murdered in the McDonalds at 14th and U. At least as far back as 2004 that neighborhood felt completely safe. Now enter at your own risk.
