That’s because they delay having kids to do whatever the hell it is they think is what people do when they’re young, and then they can’t have them when they’re older, or don’t have as many. It happened in Japan also. They have had huge population challenges as a result. In any case, that’s not just Gen Z on that chart. The average age at first child would imply that is also Gen Y.
