Why not just put in place policy incentives to replace these two-stroke ICE vehicles with quiet, electric vehicles? Seems like a much better and progressive policy approach that will have added climate benefits. [/quote]

There's no way to incentivize that.  It seems a lot easier to just fix the law by removing the engine size requirement.[/quote]
