Why not just put in place policy incentives to replace these two-stroke ICE vehicles with quiet, electric vehicles? Seems like a much better and progressive policy approach that will have added climate benefits.
There's no way to incentivize that. It seems a lot easier to just fix the law by removing the engine size requirement.

As you likely know, ATVs and Dirt Bikes are not allowed to be registered in DC and aren't street legal.
Having just looked this up. There's a loophole for dirt bikes with engines less than 50cc or manual transmissions.

People don't come to DC to joyride lawnmowers.
We can't enforce these tickets on non-residents.
There's lots of practical reasons, such as secondary background noise, why false positives would be prolific.
In the end it just punishes DC residents.
