Portland here again, so don't look to solutions from us first off. They aren't being implemented here and a big problem is the refusal to even state the problem by leadership and activists. [b]The problem with Housing First is apparently the methamphetamine addict's brain damage. If you want housing to work out, detox must come first. +100  These individuals need treatment before being placed in housing and support services afterwards.   DC is placing people in apartment buildings where others pay market rate, in expensive areas of city, and residents are complaining of spikes in crime, feeling unsafe because of mentally ill people having episodes in common areas and police being called to buildings regularly.   Just dumping some of them in housing is also not the answer.   [/quote]
