DC is placing people in apartment buildings where others pay market rate, in expensive areas of city, and residents are complaining of spikes in crime, feeling unsafe because of mentally ill people having episodes in common areas and police being called to buildings regularly. Just dumping some of them in housing is also not the answer. [/quote]
