It wasn’t a lawful order. They had no reason to continue with the stop after seeing the license plate.
Also, he ASKED why he was pulled over - which he has the absolute right to know. And they wouldn’t tell him.
If a cop pulled me over but can’t tell me why they want me to step out of the car, I’m not getting out of the car.[/quote]

They didn't charge him with resisting arrest.  So he didn't resist arrest.  They know they are in the wrong.[/quote]
