Does Biden approve of Colorado and it’s laws or will he again come out demanding the move the game?
Of course he does. Even though their laws are not much different from GA's. It's a blue state so all is well.
Does Colorado legally prohibit you from bringing your grandmother a bottle of water if she unexpectedly has to wait in line for a few hours to vote?
I doubt it. But, neither does Georgia's. Like GA, Colorado specifically outlaws electioneering/ campaign workers in campaign gear from handing out food and water to waiting voters. In GA, anyone can give water/snacks to poll workers to distribute.
This is incorrect. The new Georgia law states that "No person shall solicit votes in any manner or by any means or method...or participate in the giving of any money or gifts, including, but not limited to, food and drink, to an elector.” It says "No person," not "no campaign worker" or "no one in campaign gear." If you give your grandmother a bottle of water so she can stay in line to vote rather than giving up and going home, that is soliciting a vote, even if you're not trying to convince her to vote a certain way. The ridiculous overreach of this provision is why the Gwinnett County solicitor general's office has already announced that they will decline to prosecute anyone distributing nonpartisan food/beverages at polling sites, stating that there is "no rational, legal basis" for this provision of SB 202. https://www.gwinnettcounty.com/web/gwinnett/newsandevents/newsdetails?news=PressReleases/GWINNETTCOUNTYSOLICITOR-GENERALS Also, the National Conference of State Legislatures disagrees with you that Colorado law prohibits campaign workers from handing out food/water. The only other state that does some form of that is Montana: https://www.ncsl.org/research/elections-and-campaigns/electioneering.aspx Here is the text of the relevant Colorado law on electioneering, CRS § 1-13-714, which does not reference distributing food/beverages:
(1) No person shall do any electioneering on the day of any election, or during the time when voting is permitted for any election, within any polling location or in any public street or room or in any public manner within one hundred feet of any building in which a polling location is located, as publicly posted by the designated election official. As used in this section, the term “electioneering” includes campaigning for or against any candidate who is on the ballot or any ballot issue or ballot question that is on the ballot. “Electioneering” also includes soliciting signatures for a candidate petition, a recall petition, or a petition to place a ballot issue or ballot question on a subsequent ballot. “Electioneering” does not include a respectful display of the American flag. (2) Except as necessary for ballot counting, no person may remove any official ballot from the polling location before the closing of the polls. (3) Any person who violates any provision of this section is guilty of a misdemeanor and, upon conviction thereof, shall be punished as provided in section 1-13-111 .
