It is really the card that gets held up and that can be argued over the clubs head to the card issuing association. Even moving to another club within the same league can be sorted through with the only real enforcement is the new player cannot play against their old club. If the new club/league does not use the original clubs card then there is nothing the old club can do to keep you from leaving. There is nothing they can do to keep you from leaving anyway and certainly they have less ground to stand on in late March when 80% of club fees have already been paid.
