Yes, technically, you can with a written request and approval from club staff and ECNL management. It will NEVER get approved for transfer from one local team to the other with very very good just cause. It’s much easier to get approved because you’re moving somewhere else.
Another reason to discourage this is to stop MD kids from jumping back and forth during HS ECNL seasons. Hint hint.
It only depends on what league and the card required for the club you are moving to. It is really the card that gets held up and that can be argued over the clubs head to the card issuing association. Even moving to another club within the same league can be sorted through with the only real enforcement is the new player cannot play against their old club.
If the new club/league does not use the original clubs card then there is nothing the old club can do to keep you from leaving. There is nothing they can do to keep you from leaving anyway and certainly they have less ground to stand on in late March when 80% of club fees have already been paid.

The top teams (black) play in CCL and some also play in EDP in addition to CCL. The second teams (Red) are in CCL 2 (Championship). The teams below that (white/silver) are in NCSL.
All U13 and up Herndon teams are in Jeff Cup, with some in very competitive flights.
Herndon’s website has outdated stuff.
I can’t find how many teams they have and who coaches what. I thought CCL was a washed up league?
