[/quote] DC isn't rural, so sure, most places can access internet service (which is what the previous poster posted), but that's different from who actually pays for service. About 25% of DC residents don't have broadband access, but those numbers are more like 65% in Wards 5, 7, and 8 (numbers from the DC government). I think we can fairly assume that numbers are lower than that for the elderly who are less likely to use the internet overall. That places probably half the people you're trying to reach at a significant disadvantage, and you can't hand wave that away by saying "connectivity in DC is very high."[/quote] This is actually a fake statistic that even DC has revised. 99% of Washingtonians have broadband access of 100mbps or faster. In fact there are only approximately 3000 people in the city who do not have access to some sort of internet. Certainly not enough to create a digital divide. Of those 3000 people in the city, I am not sure the breakout into the number in Ward 8 and the number of those who are 65 or over. But I do believe like another poster suggested that we need to stop assuming that Ward 8 grammas are somehow computer illiterate.[/quote]
