They are two different things, which should be obvious. Both can be correct.  But only one speaks to how much money is received from the state per student, and that is what I provided.   Appropriation per FTE is an apples to apples comparison since not all schools will have the same amount of money coming from areas like sponsored research (which largely comes from federal sources and no one expects it to be funded by the general fund).
