https://www.history.com/topics/world-war-ii/marshall-plan-1  The USA was aiding in replacing infrastructure destroyed because of WW2.  Money was grants and we only recouped 5%.  IMHO Germany and any Axis countries should have been on a repayment plan.

ERP, European Recovery Program, cost $13b or about $100b in todays money.  That amount of money is small compared to funds the US taxpayers have sent to other counties and regions since The Marshall Plan.  Those larger amounts have not had the same success.  Why?

As for the Mauritania deportee, NO ONE should be allowed to check in for 20 years and not be deported.  E verify has to be mandatory and birth right citizenship allowed via the intent of the law not the practice.  Considering the Central American remittance economy the USA should have a guest worker program - 1 year only and worker only.  Application in those countries and return required.  HB1 should be 1 year and NO family.  Visa overstays deported.  Warren stated a path to citizenship for student visa overstays?  Sad.

Letting them work for a year only is actually a good plan IMO. there should also be a clause that they  must go back early if they get pregnant before their one year is up. Otherwise the taxpayer is on the hook for hospital delivery, schooling and welfare. [/quote]
