If it's a fed crime, people are locked up and the courts are backlogged.

If it's decriminalized, more people will enter (Who's going to argue against THIS point?), BP will have to still process them - looking for "red flags" - and then they're released and given an immigration hearing to determine whether they stay or go.

Basically, if BP is overwhelmed now, this measure won't lessen their load.
