Perhaps, but I have long said that cyclists should designate one week and scrupulously follow all traffic laws. Take the lane, complete stop at all stop signs, etc. Just go on your regular route. The effect would be the same. And drivers would go up in flames.
you'd have dead cyclist, as a cyclist can't always maintain a safe speed on the road, they wuld be unable to follow the traffic laws and as such would be ticketed.... and as mentioned above, some road just don't have the space to allow bikes and cars to coexist safely, and never will. Chain bridge, canal road, Old Dominion, G-town pike just to name a few. as a cyclist, while mayibf is "your right" to use the road, but you wouldn't go out on 495 or 66 or the GWP, why put yourself in these dangerous situations on two lane roads. getting hit by a truck mirror at 35mph won't be pretty.
Have you seen the "bikes may use full lane" signs? That is what the law says. When I am riding in the middle of the lane, using the full lane, I am following the traffic laws. Whereas when you go around me in your car on the right, you are NOT following the traffic laws. Nor are you following the traffic laws when you go around me in your car on the left over a double yellow line. 495 and 66 are not at issue here, because it is illegal to ride a bicycle on interstate highways.
