Which empires were multi-ethnic? I'm only somewhat interested in the answer because the real issue for those trying so hard to make this about race is that multiculturalism has already happened. The power dynamic in the world order has already shifted. You can tell who didn't get the memo because they're still talking about history and empires. Everyone one else sees this as something beyond American and is moving on. MAGA is a huge bust. White guys hoping to hang on to white power would do better to look at the emerging cultural and political threat coming from women. That's a group realizing their strength across race, SES, nationalities and even gender. You may not notice it if you're a tiki-torcher. Which is fine.
As to your first question all of them actually, its required be definition in order to be an empire! "An empire is defined as "an aggregate of nations or people ruled over by an emperor or other powerful sovereign or government, usually a territory of greater extent than a kingdom." (https://en.wikipedia.org/wiki/Empire) Some that were clearly multi ethnic were: British (the Island of Britian is made up of 3 nations, plus you have Northern island, and the former commonwealth nations around the world), Austro-Hungarian, etc. Clearly distinct nations are often born out of these Empires, and former territories with separate cultures, identities, and often languages too. We only need to look back to last century to see some examples after Empires fell: see Iraq (with several nations inside), Yugoslavia, and the former Russian empire after the breakup of the USSR.
