It doesn't take a sophisticated criminal to dress like the police (assuming he wasn't actually robbed by the police.) It is a SUPER common scam. The state department has travel warnings to many countries warning people of this scam. In some countries, people can buy police gear in any corner store. Also, I don't know about you, but if I was done swimming in a disappointing Olympics and had just been robbed at gunpoint in a dangerous city, I would definitely call it quits and return home. He isn't treated too shabbily in the US, either. [/quote]
