The following is a detailed summary of the position; relative qualifications; and application procedures. Please note that all applications must be submitted to BVAJOBS@va.gov to receive consideration. The incumbent: • Reviews and evaluates the evidence in claims folders. • Prepares tentative appellate decisions in written form for review and approval by a Veterans Law Judge. • Applies the laws administered by the VA to the facts in the individual cases. • Conducts research on legal and medical questions encountered in case review. • Drafts legal briefs outlining the facts at issue and containing recommendations for appropriate action. GS-9: Must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-07 grade level or comparable pay band in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform the work of this GS-09 Attorney Advisor. Examples of qualifying experience include: performing legal research; writing professional and legal documents; conducting complete and correct review of legal records; preparing initial drafts of legal findings. GS-11: Must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-09 grade level or comparable pay band in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform the work of this GS-11 Attorney Advisor. Examples of qualifying experience include: providing legal advice and services with respect to questions, regulations, practices, or other matters; preparing interpretative and administrative orders, rules, or regulations to give effect to the provisions of governing statutes or other requirements of law; drafting, negotiating, or examining legal documents; drafting, preparing formal comments, or otherwise making substantive recommendations with respect to proposed legislation; editing and preparing for publication statutes enacted by Congress and opinions or decisions of a court, commission, or board; and drafting and reviewing decisions for consideration and adoption by agency officials. Applicants will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the resume review process for this position: • Outstanding legal writing skills. • Ability to conduct de novo review of appellant records and prepare tentative decisions. • Ability to research legal and/or medical related questions. • Ability to function as a team member. • Ability to work independently to meet production goals.
