Blue Ridge 15 has the "National" bid by winning the Chesapeake Regionals. Blue Ridge 16 has the "American" bid by winning the Chesapeake Regionals.[/quote] Maybe this is your point, but National bids are higher than USA, so Blue Ridge 14s and 15s will stay in National. I thought if a team at a qualifier holds a higher bid, the bid they would have won trickles down to the next highest finisher at the qualifier, as long as that team made the gold bracket. Or do the USA bids fall to the region to reallocate? For 16s, USA is higher than American so Blue Ridge will take the higher bid and the American bid will go back to CHRVA which should result in some teams moving up and an additional team getting a Freedom bid.
