We need to be able to identify abusive agents or agents that are breaking the law and then be able to pursue action.

Someone's stupid is showing. There may be "unlawful arrests" or "unlawful detention" but when law enforcement detains or arrests someone it is never "kidnapping."  Any lawyer can tell you that. [/quote]
