The first stage is to acknowledge the problem.  The GOP deny it.  You can't adapt to something you don't even acknowledge.

If republicans are adapting, that is tacit acknowledgement. What democrats demand is that we have to acknowledge it is all human induced, and no, republicans won’t bow to this nonsense.
