Try reading the article. He was only caught because he literally told on himself. How many hundreds or thousands of U-M students did the same and didn't call the clerk? Nobody knows. If all it takes is checking a box and there is zero verification, how do you know?  The “system” didn’t catch that he wasn’t a citizen, because there is system and no checking.  He called the SoS office and wanted his ballot back, that is why he was caught. [/quote]

Why qould he request his ballot back, if he wasn't afraid of being caught?

The system checks after registration, and then applies fines and jail time to people who commit purjery.

How many people are willing to pay over $1000 and/or jail time to cast 1 vote?

vs How many people would not get to vote to do bureaucratic delays under a more stringent registration system.
