I'm the prior prior poster.  I have not personally driven in Caracas but I have been driven around to business appointments. Drivers in Caracas don't even pull over for ambulances. It was sad.  I have done business in Caracas. Venezuela is a failing country.  All of my clients had large bank accounts in the US and owned properties in Miami.  They also had private security services to prevent kidnapping. [/quote]

Which is why in fact a lot of the Venezuelans of all SES have fled here - and figured out how to exploit a market niche (moped delivery) and also how to conduct themselves more or less to avoid getting into trouble by following traffic laws.  The root of OP’s post (that they are “sketchy” scofflaws) is factually incorrect. They’re following traffic laws as much/more than cars and likely a net safety improvement in that they replace car trips. [/quote]
