I don't usually consider American lawyers to be particularly eloquent writers, but they are all, as a rule, able to communicate effectively in English. Plus even the most disingenuous lawyer would not make the kind of... non-logical assertions you have made in this thread. Would an American attorney, someone who worked alongside an American JAG officer, ever, EVER write that someone "got not good paper"?

Negative information in a performance file in the Army is known as “bad paper.”  I should have used “mediocre paper,” but “mediocre” is better than what he received.  He did not receive “bad paper” because he did not engage in misconduct. His evaluations accurately reflected his lackluster performance as an attorney, teammate, and Soldier - in other words “not good paper.”
