Well I don't think anyone here was insinuating he was not going to win the primary. I can't even guess how much he outearned and outspent his primary opponents. He was clearly the frontrunner for the nomination.

Negative information in a performance file in the Army is known as “bad paper.” I should have used “mediocre paper,” but “mediocre” is better than what he received. He did not receive “bad paper” because he did not engage in misconduct. His evaluations accurately reflected his lackluster performance as an attorney, teammate, and Soldier - in other words “not good paper.”
