One should be required to submit to an extensive psychological screening as part of the process for buying a gun or having a gun transferred to you.

And, we need mandatory universal background checks to include that psychological screening, along with a searchable database to track every gun transfer, and to be able to periodically audit gun ownership.  If a guy buys 10 9mm pistols in a year, a year from now he had better have every single one of them still in his possession.  But if he doesn't, and they are recovered from a gang shootout, and he didn't report them missing or stolen, he should go to jail as an accomplice.  And likewise, if he repeatedly "loses" guns or has them "stolen" on a recurring basis, his right to own a gun should be immediately revoked - because at best he is an irresponsible gun owner incapable of securing his guns, and at worst, is a straw buyer reselling to people who should not have them.[/quote]
