[/quote] Facts: After the first email bounced back, the Chesterfield Police were aware that emailing was an unreliable method of giving notice. What did they do to ensure notification? They sent another email. When that one came back as undeliverable, they were again put on notice that using email to fulfill their legal obligation was not reliable...it didn't work (2times) and they knew that. What did they do? THE SAME THING despite their experience that email was not getting the job done. THEY had the responsibility. They continued to use a method they knew did not work. They could have sent a letter with delivery notification. It works. There is proof.[/quote]
