I have lived in DC for 20 years. This is not a slippery slope. They are not hurting anyone or being violent. They are inconveniencing people and showing off, as young people do all the time. Cracking down on this is akin to cracking down on kids hanging out in big groups at malls and annoying the other shoppers. It’s very normal kid behavior and ultimately harmless.[/quote]
