Well it's not normal, but the whistleblower complaint says "this was 'not the first time' under this Administration that a Presidential transcript
was placed into this codeword-level system solely for the purpose of protecting politically sensitive-rather than national security sensitive-information."

The implication is that there are other calls hidden from the intelligence community because they would be damaging to Trump rather than because they contain sensitive information.[/quote]
