Pedestrians facing a “WALK” signal may proceed across the roadway in the directions of the signal and shall be given the right-of  -way by the drivers of all vehicles.No pedestrian shall start to cross the roadway in the direction of a “DON’T WALK” or “WAIT” signal.

You're going around in circles. The question is: where does it say that a flashing hand and a countdown is a "Don't walk" signal? The flashing hand and countdown are part of the walk phase of the signal.[/quote]
