Did you catch that? I was in a bit of disbelief too when I first saw it. But it’s true: the flashing “Upraised Hand” means that you can’t cross unless you are already in the roadway.
The MUTCD does not apply to people who are using the road. It applies to transportation departments.

Flashing "Don't Walk" or Flashing "Raised Hand" signal light means do not start crossing the street because the traffic signal is about to change.
