I saw a talk a few years by Joshua Starr when he was Superintendent of MCPS.    I know there are various opinions about him and I wasn't involved enough with MCPS at the time to have my own opinion.     But I remember being shocked when he forcefully said two or three times that he "would never fire a teacher."     He gave a dramatic pause each time he said it, and I kept waiting to hear some caveat such as "unless they are involved with criminal activity" or "unless they fail multiple chances to improve their teaching".      But no, he left it as an absolute rule to never fire a teacher.

Please. I hesitate to even write this because I think it’s strange to be bringing up someone who left the system five years ago, but I worked with Dr. Starr closely when we he was superintendent, and I can assure you that you misunderstood his comments. We had several conversations about that exact issue. You may not want to hear this, but it’s the truth. I’d focus your energy on current decision makers though. [/quote]
