I just posted. This is probably the closest to a charter - a successful one, that is. The elementary charter was set up for failure. But bc this was a grassroots effort, it gained enough momentum & partners to expand. So it’s funded by MCPS, the county, and other organizations. The director does indeed get paid by mcps for running a program. RICA is similar in that it’s a county school funded in part by the state.
I don't think it's a charter school. I think it's a tutoring/academic support program.
I didn't say it was. I said it was the closest thing to one. However, it functions in the same way. (I have had experience with charters. So I know how they work.) Hiring Barkley to run it is not unlike hiring another MCPS administrator to run a full blown charter. So I'm sure the guidelines for GBTLA are similar to those found in a charter. It has a board, too - http://www.saturdayschool.org/wp-content/uploads/2017/04/Annual-Report-2015-Final.pdf (pg. 17). So there is outside oversight. I think the program is successful based on what I've heard from friends whose children have attended.
Exactly. Outside oversight. This private school is not under the MCPS umbrella but the salary comes from MCPS. Outside oversight is much different from being run by MCPS. Though, the way MCPS has been run this past decade, many would argued that is a good thing. In which case, it absolutely opens up the doors to MCPS supporting the idea of Charter Schools. Maybe that is what they are working towards. Private schools that get money from MCPS and are run by independent boards.
