It is not difficult to meet the basic school academic requirements if a student can listen in the classroom and finish homework at home. There is no need to have a tutor to supplement additional material to be an average student. So low SES is not the cause of lower performance. It is the parents' attitude. To solve this issue, MCPS needs very special policies. However, other parents of the normal performers are not willing to take these policies. Just like a fast and a slow boat are tied together. You need to stop the boats in order to fix the slow boat, but the fast boat does not want to stop.
What incentive does the fast boat have to stop? What does it get in return for stopping?
That's exactly the problem. MCPS has already made the fast boat sailing very slow now. Parents can no longer tolerate it and now want to separate them, which will do both good.
