But look at Rockville and Takoma Park, incorporated cities in a sea of un-incorporated suburbia.
There is nothing to stop a school system from developing independently of a County.

They'll try to justify it til the cows come home, but these people are just pure entitled a$$holes.
You want to take moral high ground, why you go and ensure parents of each student will spend 30 min with their kids, and talk to their kids what they do at school. Once again, this is not about SES, not about race. It is about the responsibility of parents.

PP here
Sorry, I was typing fast. We had school systems by City. Works way better.

What is not okay is thinking that because a certain group has the means they are not entitled to the same opportunities as other areas. As long as we are all tax payers, we are all entitled to the same opportunities. And before you say that the DCC does not have the same opportunities as the W schools, that’s not true. Everyone follows the same MCPS curriculum. The differentiator is parent involvement. MCPS cannot mandate a patent be involved in their child’s education. That’s on the residents of the local communities.
What would be the purpose of this consortium? So that students zoned for Churchill could instead go to Whitman?
APex already exists. Why not give one school the CAP curriculum, one the SMAC curriculum, and create an arts based magnet.

I’m not White and not at a W school and I’d be all for breaking up the county school system.
You can claim racism about anything and everything, but THIS is not about racism.
I grew up in NJ and we had school systems by County. So much better and easier to make changes. MCPS is TOO big to run efficiently.
In a smaller town-based school system, parents often get to know people on the school board and it helps with accountability. MCPS has obvious issues with accountability. Lax school security and lax hiring processes our kids at risk when they hire pedophiles. And nobody gets held accountable.
Right now, MCPS doesn’t meet the kids of any of it’s students very well. Break it up and each town/cluster can focus on its own needs.
Whereas here in Maryland, we have school systems by County.

That's exactly the problem. MCPS has already made the fast boat sailing very slow now. Parents can no longer tolerate it and now want to separate them, which will do both good.

There is no need to have a tutor to supplement additional material to be an average student. So low SES is not the cause of lower performance. It is the parents' attitude. To solve this issue, MCPS needs very special policies. However, other parents of the normal performers are not willing to take these policies. Just like a fast and a slow boat are tied together. You need to stop the boats in order to fix the slow boat, but the fast boat does not want to stop.
What incentive does the fast boat have to stop? What does it get in return for stopping?
