Failing to bring bills to the floor for a vote is a legitimate Congressional function. If Trump was signing EOs to create programs for people to make applications to the government to do the exact opposite of what the laws prescribe because Congress didn't pass the laws he wanted, D's would call Trump a dicator.[/quote]
