If the Congress refuses to bring bills sponsored by the executive to the floor for a vote, then you force the executive to do what they can be legal means via Executive Order. That is why Obama signed the DACA EO. If Speaker Ryan had been willing to work with Obama at any step of the way on these issues, we wouldn't have had 6 years of presidency by EO, now would we?[/quote]
