It's a very common governance structure in VA. So, the stand down order is a myth.  More generally it does seem that the police did not intervene strongly enough at certain points, and I think it's open to debate why - lack of experience in these incidents, plan A (separating protest groups) broke down and no Plan B, antipathy to white supremacists, presence of heavily armed militias, etc.

The police chief would have nothing to gain from such a gross failure. McAuliffe, on the other hand, propelled himself to the international stage. He was no doubt involved in discussions before the event.
