Given the NYT article doesn't allege illegality, why does the tax code apparently allow this?

It's worse than broke. He owes people to the tune of 461M. Who are those people? He wouldn't be able to get a simple security clearance with even a fraction of that debt if he were not president. There's something wrong with that even if the rest is legal. Presidents must show tax returns and be held to the same clearance procedures as the rest of us.
