Maybe. But based on the reports it seems to be because of BASIS holds kids back who don't pass their comp exas. Since BASIS is the only school without social promotion their 'percentage eligible to be promoted' score is lower than most other schools.

Yes, they can be held back a year for academic insufficiency, but they still have to take the same state test.  The data suggests they performed worse than their peers at DCI.   That's interesting because DCI is a much younger school.[/quote]

BASIS scored better on the portions of the PMF that have to do with PARCC (40% of total scoring) http://www.dcpcsb.org/sites/default/files/report/2016-10-11%20PMF%20Score%20Card%20SY15-16_BASIS%20DC%20PCS%20%28Middle%20School%29_EC_K-8_2016.pdf

and DCI did better on school climate (includes promotion eligibility) http://www.dcpcsb.org/sites/default/files/report/2016-10-11%20PMF%20Score%20Card%20SY15-16_District%20of%20Columbia%20International%20School_EC_K-8_2016.pdf  by 4 points.

In all they were ~2.0 apart. I'm delighted that there are now 3 charter Tier 1 middle schools.
