You would confiscate the animals and do what with them?
Not PP but I assume she wants to re-home them. I get it. Dogs are animals. The world is their toilet. But for heavens sake please "flush" said toilet. Clean up after your dog. There is a small "park" outside an apt building near my DS's school. The residents use it as the dog toilet. The "park" is tiny yet there are two places to get free poop bags. Someone people still don't clean up after their dogs. If you are too lazy to pick up poop then you are too lazy to have a dog. Imagine if every parent just dropped crappy diapers on the ground after changing. I mean the garbage can is soooooo far away some times. Pretty gross right? Well this is how I feel about dog poop. I get it. Your dog will never be toilet trained. No one expects this, but as the human in the situation I expect the owner to clean up after the dog.
