Because Arabs don't help Arabs. Not in the abstract sense (If they don't know the family/the village etc). It's haut not a cultural thing for them yet.
Please explain the very large number of refugees Lebanon and Jordan have taken in. Egypt and Iraq also have taken in lesser numbers, but still many multiples of the 10,000 being discussed for the US.
Jordan is the only country I know that has taken in Palestinian refugees. I don't know about Lebanon. I think this is a a little known fact. Middle East countries hate Israel and claim to support the Palestinian states, but with the exception of Jordan they don't actually support them. I'm not at all shocked they haven't accepted any Syrian refugees, based on their track record.
Both Jordan and Lebanon took in large numbers of Palestinian refugees, and they have taken in large numbers of Syrian refugees. Both have a long history as havens for refugees, as does pre-WWII Palestine; all three took in large numbers of Armenian refugees in the early years of the last century, in addition to Circassians and Chechens.
