You'll need a contractor/builder to put in the dormers. Depending on where you're located, you may be limited as to whether you can add front dormers. We had contractors come out and give us quotes on finishing the attic in our colonial and were told that you can only raise the roof on 2/3 of the area of the attic. So if we wanted to raise the roof in the back as a giant dormer, we couldn't do the front, as was more than 2/3 of the area. Sorry I'm not explaining this well--I'm not very articulate in construction-speak, but hopefully you get my point. :-)
I do understand you. In fact, when I searched before posting, I only found circumstances like yours where people were finishing an attic. Those posts weren't too helpful because the windows were done in conjunction with basically adding an addition. I was seeing quotes like $100k or more. But this is already a legit second floor; we only need the windows. I wasn't sure we need the whole "design/build" company.
