Appealing gives you two bites at the apple and withholding the WISC allows for that second bite. Simple game theory really; as much as I hate to say it and encourage gaming the system, I would hold back on the score and do a parent referral now (assuming kid is not inpool already) and then use WISC to appeal if need be.
