Huh?  This is how you build a track record in local government.  You volunteer for a task force, head your civic association, participate in an APS planning committee, a county committee... these are the avenues for civic involvement where you show your talent and your commitment to the community.

I get that. but she doesn't have 0 experience. She's barely 30. And how much more do you know about how the other candidates are going to be on the board from their experience that you wouldn't have been able to glean from a thinner resume?[/quote]

Not PP, but what does that mean? The point is that she doesn't have a track record, and the other candidates do. You can certainly tell more about someone's future actions from their past actions than you can from a brief self-promotional resume. This is incredibly obvious, I'm not sure how you're not grasping it.[/quote]
