Have you been to a college campus lately? Banning liquor (including for those over 21) at all school or frat events or in the possession of a student is a huge start. There may still be some who sneak it in but I expect the use of liquor will go way down. As they point out, liquor is what causes most of the problems with alcohol. UVA has just done a much softer version of this for frats.[/quote]
