She was making sure the dog didn't come back. Normal behavior to me. And the mom could've been on the front steps reading or something and didn't look up until she heard what happened. Seems she got there right after the cat defended the boy. Plus, the kid is in how driveway. I don't think the mom could anticipate a stray dog attack like that so she was supervising him just fine.
